Is Vaping Legal in Dubai? 2026 Essential UAE Rules

Is vaping legal in Dubai? Yes, for adults aged 18 and over, provided the products meet the UAE standard and are used where vaping is allowed. This guide summarises the main rules in plain language, based on the UAE Government and MoIAT sources listed at the end, so you know what to check before you buy or use a vape.

Overview: vaping is legal for adults 18+ in Dubai and the rest of the UAE. Electronic nicotine products are expected to meet UAE.S 5030:2018 and carry an ECAS conformity mark issued through MoIAT, with e-liquid nicotine capped at 20 mg/ml. Vaping is treated like smoking in public, so it is prohibited in most enclosed public places and many parks and beaches. Rules change, so confirm with the official sources. This is general information, not legal advice.

Is vaping legal in Dubai? The short answer

Vaping is legal for adults aged 18 and over in Dubai, as it is across the UAE, but only for products that meet the national standard.

The UAE regulated the sale of e-cigarettes and e-liquids from 2019, and from 2020 electronic nicotine products have been expected to carry a valid ECAS conformity mark under the standard UAE.S 5030:2018. That means a vape being sold is not automatically lawful just because a shop lists it: the product itself must meet the standard, and the buyer must be an adult.

Vaping rules are set at federal level for the whole country, but places such as malls, parks and beaches can have their own signage and local conditions. Because regulations can be updated, treat any guide, including this one, as a starting point and confirm the current position with the official sources linked below.

In practice, the question is rarely whether vaping is allowed in general. It is usually whether a particular product, seller or location meets the rules, and asking those three questions covers most everyday situations.

Age rules for buying and using a vape

You must be 18 or over to buy or use a vape in the UAE.

The age limit comes from the federal tobacco control framework, including Federal Law No. 15 of 2009, and applies to online and in-store sales alike. Retailers are expected to restrict sales to adults, and a courier may ask to see a valid photo ID on delivery to confirm your age. If proof of age cannot be shown, the order may be returned, which is why reputable shops explain this at checkout.

Parents and guardians should keep nicotine products away from children. Our age restriction page explains how age checks work on this site, and our responsible vaping page covers safe storage and use.

The product standard: UAE.S 5030:2018 and ECAS

Electronic nicotine products must meet UAE.S 5030:2018 and carry an ECAS mark issued through the Ministry of Industry and Advanced Technology.

The 20 mg/ml nicotine cap

The standard caps the nicotine in e-liquid at 20 mg/ml, which is 2%. A product labelled with a higher figure is above that cap. We do not describe any device as automatically compliant, so check the mark and the strength on the label yourself. Our vape nicotine strength guide explains the numbers in detail.

What the ECAS mark covers

The mark shows that a product has passed through the conformity process, including labelling requirements. It is not a guarantee of quality or a statement that vaping is harmless. Nicotine is addictive, and a visible mark is simply one of the first things to look for before you buy.

Product rules also apply to sellers, so a retailer that lists products without clear strengths or conformity marks is worth avoiding.

Where you can and cannot vape in Dubai

Vaping is treated like smoking in public, so it is prohibited in most enclosed public places and in many parks and beaches.

Typical restricted areas include shopping malls, offices, restaurants indoors, public transport and many outdoor public spaces. Some venues provide designated smoking areas, and signage on site is the quickest guide to what is allowed. Hotels, residential buildings and workplaces may also set their own house rules that are stricter than the general law.

When in doubt, do not vape. Asking staff or checking signs is easier than dealing with a fine or an awkward situation, and respecting non-smokers is part of using these products responsibly. If you are visiting from abroad, do not assume the rules match those of your home country, because they often differ from place to place and can be enforced differently.

Hotels, homes and workplaces

Hotels, residential buildings and employers may set house rules that are stricter than the general law, including smoke-free rooms or balconies. Check your tenancy terms, hotel policy or workplace guidance, and never vape where a no-smoking sign is shown.

Visiting from abroad

Visitors should not assume UAE rules match those at home. Rules on carrying devices and nicotine strengths differ between countries and can change, so check with the official authorities before travelling with a vape.

Buying a vape online in the UAE

Adults can buy vapes online from UAE retailers, and age may be checked at checkout and again on delivery.

When you shop online, look for a seller that shows its delivery terms, returns policy and age rules clearly, lists the nicotine strength of each product, and does not make health claims. Check that product pages show the strength in mg/ml and the liquid volume so you can compare devices properly.

Our shipping policy lists delivery of about 2 hours in Dubai during working hours (10:00 AM to 11:00 PM) and within 24 hours to the other emirates, and our refund and returns policy sets out what happens if something arrives damaged. Browse the disposable vape range or read our guide to how many puffs in a disposable vape before choosing.

Keep your order confirmation and delivery note, because they help if you need to report a problem within the return window. Be wary of any seller that offers to skip age checks or asks you to pay outside the normal checkout, since that is not how regulated retailers operate.

Vaping rules in Dubai at a glance

The table below summarises the main points, with the official place to check each one.

Topic What to know Where to check
Minimum age 18 and over to buy or use UAE Government tobacco provisions (u.ae)
Product standard UAE.S 5030:2018 with an ECAS mark MoIAT (moiat.gov.ae)
Nicotine cap 20 mg/ml (2%) for e-liquid UAE.S 5030:2018 via MoIAT
Public use Treated like smoking; banned in most enclosed public places and many parks and beaches Local signage and venue rules
Online sales Adults only; ID may be requested on delivery The retailer and its shipping policy
Travel and imports Rules differ and can change; check before you travel with a device Official UAE authorities

No table can replace the official text. Where a topic is not covered here, such as importing devices when you travel, check the authorities before acting rather than relying on a retailer’s summary. If your question is about whether a specific product is acceptable, the ECAS mark and MoIAT are the right place to start.

Use the table as a checklist: if any row is unclear for your situation, that is the row to research further before buying or travelling.

How to stay informed about vaping rules in the UAE

The most reliable sources are the UAE Government portal and the Ministry of Industry and Advanced Technology.

Regulations can be updated, and social media posts or retailer pages can lag behind. Before you rely on any rule, open the official pages and look for the date of the latest update. The UAE Government tobacco provisions page explains the national framework, and moiat.gov.ae publishes the conformity requirements for electronic nicotine products.

If you are asking is vaping legal in Dubai because you plan to buy, make sure you are an adult, check the ECAS mark, read the nicotine strength and follow local signage on where to use the device. Our team can answer product questions on WhatsApp at +971563898101, but we cannot give legal advice.

Keep a note of the date you last checked the official pages, so you know when to look again. If you are buying on behalf of a company, seek proper legal advice, because commercial rules go further than this consumer summary.
